Move and resize is broken (for me at least?)

When ever i try to use the ragdoll mover to move my ragdolls,it just switches to resize and messes up the size for that spefice part,same thing for the resize tool,Has anyone got a fix for this?

what is the move/resize mode button set to, it's in tool's c menu
