Report a translation problem
Initially, there isn't much to complain about when you're trying to position, say for example, two arms to be at relatively the same angle; the problem arises when you start attempting to readjust them later, and because you positioned one bone at 45.03 degrees and the other at 44.79, things start looking out-of-sync and gradually become more difficult to keep in line with each other.
In other words, the more involved a project is - especially if you're trying to make stop motion and micro-adjusting bones per shot - the more "messed up" your focus piece is going to be.
Sorry for the late reply, I'm just so busy nowadays.
How do I install it? I placed all of its files and folders to the respective folders with the same names in Gmod's directory, but I still don't see it in the Tool Mode options menu.
Every addon creator not using the workshop that knows what he's doing is going to nicely and neatly pack it in to one folder for you to use, and that folder will go into "addons", located in the "common, GarrysMod, garrysmod" location - yes, the garrysmod folder inside the first one. If there is no "addons" folder here, you'll want to create one.
Keep in mind that any addons you install this way will not show up in the in-game Addons menu, as the in-game menu shows you your subscribed addons from the workshop. There are still a few ways to check if you've successfully installed a mod outside of the workshop, though, which usually just denotes going to the relevant area and checking to see if it's there (check the NPC tab for new NPC addons).
I'm aware I may not be the best at explaining things, so please let me know if you need any extra help or have questions.
Also, from what I'm seeing in the GitHub page, it doesn't have like a "full release" in the "release" section, I can only see a "Source code (zip)" and a "Source code (tar.gz)." I'm already familiar with GitHub and downloaded a lot from it so no problem downloading from there on my side.
If it helps, I've included the EXACT process I followed when downloading and installing the files; if even that doesn't work for you, then I'll unfortunately be unable to help you get it working, however it SHOULD work since I have it installed and working perfectly. Let me know if you have any questions if it doesn't work, though.
One last thing: please don't take my very dumbed-down process below as me being disrespectful to you; at this point, it's more for my sake, making sure every possible action I performed is present in this list for posterity's sake.

1. I went to this link (remove the period at the end): https://github.com/Winded/RagdollMover.
2. I clicked the green button that says "< > Code" and clicked "Download ZIP".
3. I right-clicked the download, which went to my desktop.
4. I use 7Zip, if that's relevant, but basically this step was me extracting the files to my desktop.
5. I put the extracted folder called "RagdollMover-master" in the aforementioned addons folder.
6. I closed Garry's Mod, giving it a minute or two for Steam to do its syncing thing just in case.
7. I re-opened Garry's Mod, and there they are: all three of the categories I mentioned.

If this somehow doesn't work, I'm going to completely re-download the addon for myself and take better notes on what I did. Best of luck to you!
However, where is the horizontal bar to move a ragdoll (if this addon actually uses a horizontal bar)? I tried all of the 3 tools that comes with it ("Ragdoll Mover," "Rag Mover - IK Chains" and "Rag Mover - Prop Ragdoll") but I didn't see an option to rotate or move like the arms with like a menu section to enter a value for it, I can only rotate or move a ragdoll in-game.
Even in this version of Ragdoll Mover, there doesn't appear to be any slider for adjusting a specific bone how you want; HOWEVER... in the "Ragdoll Mover" section under the "Misc" area, enabling angle snapping and setting the slider directly below it moves whatever bone you have selected that many degrees exactly.
Moving the wheels will always show your rotation to the hundredth decimal point, like the original addon, but with the angle snapping setting enabled and the slider below adjusted to your liking, you can still achieve perfect rotations. For example, go ahead and enable angle snapping and set the slider to below to "1" and rotate a selected bone - you'll see the bone still moving somewhat fluidly; now set the slider to "15" or higher and try rotating the bone - now, the movement is more choppy because you are moving the selected bone in increments of 15 degrees at a time, which is overriding the hundredths place rotation that was causing both of us so much frustration. Rest assured, you are moving it an accurate 15 (or other number you selected) degrees exactly in this case.
I apologize. I should have mentioned this earlier, but I thought that as long as the desired result was achieved, the process didn't really matter.

Come to think of it, it makes me think of that funny little "step-by-step plan to success" format, where you've got step one performing the most basic task imaginable, followed by the rest of the steps being question marks, and the final step being just being "PROFIT!!!"
At any rate, I do what I can and answer any questions that would arise. As always, let me know if you have any other questions related to Ragdoll Mover - I'm still getting accustomed to all the new features and changes included in the GitHub version, but I'll certainly make an effort to answer what I know!
I also often write like guides or instructions for certain games like fixing or workarounds for like a certain glitch in a game, as much as I can I try to be as clear and foolproof as possible that even the most "brain dead" person would be able to understand me.
This addon does support rotating everything, including the fingers, but unfortunately you can't revert that ragdoll back into being a ragdoll, after you left-click the ragdoll, it will be T-posed and it will remain a posed model that cannot be modified or moved other than from the tool itself (like for instance, after left-clicking on the ragdoll and using the Physics Gun, the whole model's limbs cannot be moved, the only thing you can move is the entire model and it cannot be reverted once you left-clicked it): https://steamhost.cn/steamcommunity_com/sharedfiles/filedetails/?id=2896011208 And for some weird reason, it makes the T-posed model floating slightly up in the air and not like the "Standing Pose" addon that makes the T-posed model standing directly on the ground.
