Reasoning and goals for changes.
The goal; to make the Pick/Axe a usable end game tool and a good investment of Thulecite. Additionally to make it more useful in a ruins rush.

Pick/Axe has 1000 uses. (From 400.)

For an end game tool costing 2 Thulecite the pick/axe’s durability is extremely underwhelming. Its also much less accessible than its flint and gold counterparts requiring a trip to the Ancient Pseudo Science Station to create. Giving it 1000 uses makes it a much more durable tool.

Pick/Axe chops and mines 67% faster.

Most of the Thulecite tools are designed to aid players in their tasks. Lazy forager automatically picks up items, the construction/deconstruction staff are useful for many things, star callers staff is a nice light/sanity source and the magiluminescence gives a notable speed increase. The Pick/Axe in vanilla works 33% faster to pickaxes and axes which, while nice, is rather underwhelming. Now it works 67% faster aiding players in their chores.

Mining now consumes 1 durability per swing. (From 3.)

For a multitool capable of doing multiple things it doesn’t make sense to do one of them extremely inefficiently. The pick/axe is a tool that should be a tool capable of doing multiple things as its strength yet does the job of a pickaxe less efficiently than that of an axe. Now it no longer suffers a durability penalty for mining rocks operating at peak efficiency in all tasks.

Costs 1 Thulecite. (From two thulecite, gold axe, gold pickaxe.)

Removing the tools allow this item to be easily crafted solely with items common in the ruins. Costing less thulecite is to help it compete with the other strong thulecite gear.

Can now hammer objects.

The Pick/Axe’s strength is its efficiency and duel use, now triply useful! It ensures that this item is the only tool needed to clear the ruins as it can now hammer objects.

Note: While the Pick/Axe is capable of digging with modding I did not include it purely because it has graphical issues. To make it look nice would require altering its graphics/skeleton structure which is outside of my ability to do.
