i did find one solution to this.
you can use the Goggel-less engineer model instead of the stock tf2 one.

simply go to his body groups either by holding c and right-clicking him (then selecting bodygroups), or use the easy body group tool, and put his goggles on. you'll be able to pose his face and save the frames to animate his facial movement. ive tested this, and i gotta say im pretty happy about it!
