In the barren Arctic there many not be a shortage of housing but of food.

Fish is great. But wheat and rice is better cos you can farm the surrounding plains and/or grasslands for bonus food from adjacency.

So don't be in a rush to settle your cap. If you have to walk your settler several hexes to a location with more food it will be worth it.
