I used a 3rd party injector software to allow the use of effects, to achieve the exact look in my screen shots follow these steps:

1.Go to the link: https://reshade.me And download it

2.Point it at the Xcom WOTC exe in \Steam\steamapps\common\XCOM 2\XCom2-WarOfTheChosen\Binaries\Win64: use the highest DirectX version available

3.Agree to downloading the FX it comes with

4.Before starting the game you’ll need my reshade profile: https://pastebin.com/k4pG2vQx drop that in an ini where the EXE is

5.Start the game and open the reshade overlay there will be a drop down menu after initial setup, select the ini profile

6.Because I have the reshade on performance mode it’s effects can not be altered

7.In one off the tabs you can change it to config mod, it will restart reshade and allow you to adjust things to your liking
