Even with one planet as a start, the Consortium wrecks everything it encounters. It can destroy almost everything stealthily, can sneak behind defensives lines even more brutally than the jump distance we're using allows to, the units of the faction are in a general manner overpowered.
While a LAGFEST set with the ZC AI enabled would be possible, the set would be almost literally unplayable because of the lag. Having the hutts and pirates calculating stuff on the GC map is already heavy, but adding over this the ZC that can perform wayyyy more special actions than the minor and major factions, combined with their ability to move almost everywhere, plus some other things in the code, the set would be *extremely* laggy.
Now, that doesn't mean straight no. Before doing anything like it, I would have to be sure there's an actual demand for it from the players (there's you, noted, but would the other regular players also enjoy it?) Adding a feature with no content cut behind it is, in general, a great thing, but for such time costing addition, I want to make sure there's a real demand.
Also, to ensure that a LAGFEST set with this configuration would work, may I ask you something ? You could test on your own side if the thing would be playable and enjoyable by doing this :

The very first campaign set is the LAGFEST Empire regular start code. After line 164 of the code, add a line and put :
Save and exit, launch the mod, select LAGFEST regular start, Empire faction, launch the GC. --> The ZC should have a fully working AI now. You can test this way to see how it goes.
It includes giving the Black Sun the Defiler unit, giving them Corruption abilities. Not sure if that could be balanced.
