Report a translation problem
The mod in general is just a broken mess, run without the mod itself and just apply every location manually by subbing to them manually and you'll fix the issue.

Apply <- the entire AIZ Enhanced 2 map pack first by letting Lua load it alone BEFORE applying Fort RedStone, KY to the applied active mods.
ONLY after this will the shelves work!
I have also copied the Textures from Fort Redstone into AIZ2 without any luck.
Checking the ingame tools I have confirmed that the Overlay Textures are just not loading.
I'm not sure if it is might help anyone find a solution for it:

Once you've applied AIZ Enhanced 2 to Lua and have it loaded. then load Fort Redstone via Lua in after AIZ Enhanced 2.
Not before or during the first mod Lua order or it won't work.
