Ominous Presence: Currently this skill will make the "Supernatural Horror" skill Redundant,
perhaps you could change it to give a leadership buff for the lords army while debuffing enemy army? (ideally the Leadership buff/debuff should be linked to the lords Area of Influence)
Plunder Graves: I would recommend either a Post-Battle loot buff, or a Raise Dead discount, perhaps both?
Infusion of Death: I would recommend a Charge bonus to compliment the new speed boost.
Tenacity of Death: i would recommend a boost to Vigour loss reduction boost.
Statesman: This skill can potentially become rather Over Powered,
i would recommend reducing the diplomatic affinity buff and add a Puplic Order buff or a Trade income boost.
Scholar: This skill Will become redundant in mid/late game,
i would recommend adding a small local province/region income boost to increase its mid/late game usefullness.

Calisthenics: I would recommend a Vigour loss reduction buff.
War: Instead of weapon damage maybe they could get a Leadership buff?
For Statesman, I'm unsure of how overpowering this may be given how borked diplomacy is in Warhammer. If it becomes an issue, it will be changed.
I think there does need to be some trade for immediate bonus vs the long term for Scholar, I'm not keen on throwing public order on more skills, especially given how common that skill is, one agent type and nearly every melee lord already have one. When I first made the mod, both Lizardmen and High Elves had a moderate vigor loss reduction attached to their combat speed bonus, I may add it back.
For WAR! I imagined it as the lord getting his troops pumped for battle, and while this would increase the morale for most armies, Greenskins aren't known for being the most valorous, so I thought weapon damage was a better simulation of that effect.
Anyways, good mod :-) Thanks for making and updating it.
I subscribed Ash's Great 33 Skills Mod and it seems to conflict with yours, at least with Malekith I have a problem, some of your Skills seem to overwrite some of his, like his Survivalist-Perk isn't available anymore and theres one of yours at his place.
Is that a problem just for me or do you have any idea how to fix it?

The only skill that drops upkeep by 40% is the Greenskin one, several others give -30, -25, and -15 to other factions. I don't think -40 is unbalanced for Greenskins, they are supposed to have an almost unlimited population.

I don't use Ash's mod anymore, but I suspect the problem lies in the "character_skills_nodes_tables" under the "tier" column. If you have packfilemanager you can probably easily fix the overwrite. Each skill listed the table is assigned a number in the tier column, this number tells the game where each skill is located from left (0) to right (99), and an "indent" column, this tells the game where the skill is located from the top (0) to the bottom (5). For each indent level (0-5) there can only be on skill assigned to a specific tier number, any duplicates will cause an overwrite depending on the mod load order. Just make sure none of the numbers are the same and all the skills should appear.

Because for example I don't want +6 diplomacy for skaven, druchii and vampires. That would be with more lords just a mass alliance party. Rather have them have more aversion towards me.
For wood elves I think I found a little mistake, you added eternal spring/wrath of Athel Loren and keen eyes/ hawk eyes. Choosing one is supposed to lock the other but I noticed that it only locks on the legendary lords, you can get both with the regulars. I don't know if its supposed to lock for both or the opposite of what it is now but its just a little thing that I wanted to point out. Other wise this is my favorite mod, keep it up!
