CSceneEntity unable to find actor named "Insert name here"

This is what I get in the console when I try to apply a scene without naming the NPC with the correct name.

For example: CSceneEntity unable to find actor named "Arrest_cit_female"

If anyone could help me that would be great.

look at the npc go in the console type ent_setname arrest_cit_female
