this isn't an Israel civ
both of the kings ruled over the twelve tribes, NOT Israel, Israel got its independence in 1948 and became its own country.
if you do want to make an actual Israel civ i would recommend making David Ben - Gurion the leader with these abilities:
Drying Ahula:
Building a district on a marsh gives +2 (type of resource*) and +4 housing
*if you build an industrial zone you will get +2 production, if you build an entertainment district you will get +2 amenities, if you build a campus district you will get +2 science ect.
Defense of Israel:
Can use special casus belli: war of defense. can use if an adjacent civilization has more than 4 military units 2 hexes near the border, in a war of defense the player cannot take any cities from who they fight but if the player gets a unit into an enemy capital city the enemy has to surrender.
Iron Dome:
Israel unique information era unit that replaces the mobile SAM. mobile artillery and jet fighters may not attack anything in a 2 hex area, unit cannot attack

i don't know what special improvement Israel will have but there you go

Well technically The twelve tribes called their land "Israel" didn't they? I guess if a tribe calls it's land something that is their country name as long as Civ is concerned...

Israel refers to the descendants of Israel. aka Jacob. So yes, the twelve tribes of Israel are in fact Israelites.

Sorry my bad the kingdom split into Yehuda and Shomron, and Israel, still I want a modern Israel civilization

I get wanting a modern Israel mod, but declaring that this mod shoudn't be called "Israel" is inaccurate. Solomon diid indeed rule over the united monarchy of Israel, consisting of 12 tribes, each with their own provincial area. Herod ruled Judea, yes, but it was still the descendant of ancient Israel

It was the Kingdom of Israel under Solomon and even if it was still just the 12 nomadic tribes, it would still be a "civ" called "Israel"

Yes. In previous Civilization games they have referred to chieftan autocracies and native american tribes as civilizations, so it would be accurate to name this civilization Israel, even though the state Solomon and Herod I ruled over is not considered a nation.

these leaders are good but add king david and menachem begin (one modern and one ancient) and also ben-gurion and if not too controversial to include biblical figure add joshua
