Hello, I had an interesting problem in the last day or so. Where my entire mod list was gone.
It's obviously different from your problem, but I solved it by unsub- and resubbing to all mods.
It decided to redownload everything.

I've done that and OO still refuses to appear.

Found a fix on my end
So your going to have to goto your mod folder for steam
Your PC>Program files x86 (unsure if its the same on 32 bit systems) >Steam>Steamapps>workshop>Content>394360 (no idea if the number is the same per user)
Then once there you'll need to look through the files for a zip file called "OpOupload" and there may be a duplacate such as my case if so delete the zip files and the folder it was in (not the HOI4 mod folder) then empty the recycle bin then unsub/resub
This should work with other mods if the same problem occurs.
