HI guys, i posted this on the general HOI4 forums as well.
So the problem is this: i cannot launch operation barbarossa due to the mechanic of the NAP.
The soviets have not stationed enough troops on the border, so because of this i am unable to launch the largest invasion in history, because they Soviets dont feel like it.

The AI keeps stalling it untill 1942, which will tip the balance in their favour, not to mention this allows the UK to rebuild it's forces that i destroyed.
