About Updating
It can take 5 in game days for the changes to take place when a major update is done to the leveled lists.

You can use console commands to speed this up however.
--> Find yourself a simple low FPS area in skyrim
--> Open console command with the ~ symbol and type "Set timescale to 10000", and just stand around till 5 days have passed. Once done set "timescale to 20".
