Report a translation problem
This has been a problem with my experience with the mod for a long time
Here's an explanation of the problem with the No Science option.
The no science option uses in-game code that was never implemented by Firaxis. It works for the most part but since it was never actually finished there are a few problems. Because this option uses in-game code that I can't change I have no way of fixing the problems.
I have never tested the no science option myself and have relied on reports from other users. As far as I know most if not all of the problems occur when the AI does something during the game that results in a tech bonus. Apparently the AI still receives the bonus even though the no science option is enabled. From the reports I received from users of the no science option they preferred having this option available even if it is somewhat buggy.
