Experiments with mod and ideas about optional sub-mods
When you played this mod for 100-200 turns, probably you can see there are some unbalanced things causes too much slots. For example if you played 2-3 campaign for 100 turns and if you see like err.. "vampires destroyed at first 20 turns or arkhan always conquers to all tomb kings or kraka drak conquers all of ulthuan " things happen repeatly or maybe highly economical power of some minor faction conquers whole continent, please report that unbalanced things to here with your solution ideas.

"I believe there's a small bug. Minor settlements have all three slots available to build even at settlement tier 1. Wich means that at turn 2 or 3 every faction in the map have the minor settlements full of buildings.
I tested it with only this mod (and the two required Unlocker + & CMF)"

Will confirm. Its a semi serious bug as minor factions in small settlments dont get to build higher tier buildings as they already filled out their minor settlements with tier 1 farms & other junk.

Your suggestion added the future plans. Are there anybody support the idea of "give minors slot 1 per level" or have a new idea, they should write under here I will check this area when I have time to do sub mods.

For testing purposes, can we please have a version that unlocks all the slots from the 1st level of major settlement?

hmm. That will be take too much effort for me. I work 7 days for week until summer. But there is a way to test

Download Cheat Engine 6.8.1
Download Warhammer 2 cheat table (latest game version's of course)

when you start a new campaing you can activate the table. And you can build tier 5 settlement just 3-4 turns. I use that program for test my mods.

Also if you have much time, you can use Pack File Manager to open my mods database and change the file "cass_data" . That will be change slots per settlement tier. You can do it everything on it.

-1 means slot per level
3 means tier 3
4 means tier 4
5 means tier 5

For other things like startpos or something like special settlements slot numbers for .... race, you should use Assembly kit. But it's only for modding vanilla. For example I did, skavenblights open slot numbers if I not remember wrong for skavens 17, for other races 13. you cannot edit things like that at pfm.

So, if I am reading the table correctly, for quite a number of factions major settlements 1-3 only unlock slot per level. But major settlements tier 4 and tier 5 unlock a great many number of slots?

Yes. there are different tables for them. Simply if you change all opened numbers at cass_data with pfm like "19" it should be work like all slots opened at start. Also simpliest way is; use cheat engine for tests :) Settlement slot numbers, provinces, opened buildings for each settlement for each race at start_pos if I'm not remember wrong. But slots per tiers, not inside the startpos file and arrengable with Pfm. Wish luck to you if you try that. Also you can add it at steam like "casstiel's more slots, all opened slots version by acv " :) you have my support if you do that, just add me to creators. Like I've add crynsos for his support.
