Will confirm. Its a semi serious bug as minor factions in small settlments dont get to build higher tier buildings as they already filled out their minor settlements with tier 1 farms & other junk.
Download Cheat Engine 6.8.1
Download Warhammer 2 cheat table (latest game version's of course)
when you start a new campaing you can activate the table. And you can build tier 5 settlement just 3-4 turns. I use that program for test my mods.
Also if you have much time, you can use Pack File Manager to open my mods database and change the file "cass_data" . That will be change slots per settlement tier. You can do it everything on it.
-1 means slot per level
3 means tier 3
4 means tier 4
5 means tier 5
For other things like startpos or something like special settlements slot numbers for .... race, you should use Assembly kit. But it's only for modding vanilla. For example I did, skavenblights open slot numbers if I not remember wrong for skavens 17, for other races 13. you cannot edit things like that at pfm.
I was afraid that unlocking slots at tier one required startpos editing.
