Uptaded August 19 version for Faction Unlocker+

Changes;
-Skavenblight's slots reduced to 18 from 20.
-Bear Isle now have 12 slots. not 10.

Fixes;
*Norsca level 4 and level 5 settlement slot numbers now works properly. That was not my fault at last update there are some issiues about norsca caused from CA.
I deleted all lines and I write all commands about Norsca slots step by step and now, it works. (like level 1 - 3 slots . level 2 -6 slots. level 3 - 8 slots, level 4 -10 slots, level 5 -13slots)

* Updated for Faction Unlocker+ 16 june version!

-Tempelhof have 12 slots again.
-Icedrake fjord have 12 slots and other norscan settlements have 10 slots.
-Mortal Empires Sartosa have 14 slots too.
-Opened slots number per levels updated for major settlements changed, specials still same (3 slots by level).
-Skeggi have 12 slots.
