Im just putting this here so it is easier to find, I did not find the answer Holyone did. I only found his answer and copied it here so it is easer to find.

@kelworldd12 After searching around every dry dock i found a new construction vessel at the Teladi outpost, the only option for it to build is litterally the headquaters. hope this clears up a little bit :D, I've also noticed some of the other CV's having their own headquaters as well not sure if its because of this mod or not but thought i'll get it out there.
