If two shots are fired at once, it should have either a 50% or a 75% reload speed. Or normal reload speed when only one shot is fired.
Perhaps a small damage decrease to make up for the possible damage output of the two-shot burst. Otherwise, the time it would take to fully charge seems like an appropriate tradeoff for the damage.
The versatility of these stats would be nice, although it may prove to be overpowered in comparison to the current options in rifles. Perhaps a slower reload speed, regardless of the number of shots taken, would be appropriate.

I would like to see this.
+ Stores a crit after an unscoped kill
- 10% damage penalty
- 1 degree projectile deviation
