its a long range sapper
title says everything p.s its not a complete sapper coz it only disables a sentry which isnt useful because the engi is gonna be next to the sentry

I think he ment ""Let's give sentries wheels on use""

I think it should stun enemy sentries, destroy sappers, but it has a weaker shield when using it to wrangle the sentry.

or it could just be a reskin, valve loves those.
