The real short coming in nukes is the retribution for being the first to use nukes. Or even build nukes. There should be a serious penalty for building nukes and a horrendous penalty for using them. That mirrors how things work (sort of) in the real world. At least it does when you aren't the first to build a nuke. I think if you use a pre-emptive nuke attack, all the other AIs should declare war on you and your war weariness should go to the max, i.e. pretty much all of your cities should get partisans attacking you.
