Should nukes have travel time?
Someone on reddit suggested I should try to make nukes have a travel time. That means, launching a nuke should take, let's say, 2 turns before it hits it's target. Comments?

But then when do you stop paying maintenance?

Seriously? In the real world, nuking an opponent is one of the shortest things you can do. It takes minutes, not days. It is much faster than virtually all of the one turn things you can do in the game. Forget about the travel time for nukes. It adds nothing except an artificial and unnatural element.

The real short coming in nukes is the retribution for being the first to use nukes. Or even build nukes. There should be a serious penalty for building nukes and a horrendous penalty for using them. That mirrors how things work (sort of) in the real world. At least it does when you aren't the first to build a nuke. I think if you use a pre-emptive nuke attack, all the other AIs should declare war on you and your war weariness should go to the max, i.e. pretty much all of your cities should get partisans attacking you.

But the mod isn't for AI.

An alternative would be that nukes need to be put into whatever launches them prior to launch, but I'm not sure how I'd mod that into the game (or if that's even a possible mod).
