The mod will not be updated anymore because it's not possible.
When Paradox included their terrible launcher instead of the old HOI launcher uploading mods became horrendously tedious. "Mod is not found on disk" or other various errors, as well as when the mod actually gets uploaded it doesn't work when you download it, even though it worked on my PC and some more annoying things that make it basically impossible to update this mod. I tried for a few hours to upload the mod again, but it doesn't work and there are no fixes on the internet for that apparently.

That is the reason why the mod is still on 1.9; I wish I would be able to update it.
