On the one hand, it gives you more offensive ability and preserves stamina, and gives the ability to evade better.
On the other hand, you lose the investiment of perks you would have had without this mod, and your defense suffers a lot since it is quite easy to be killed in one blow against mighty opponents.
I'd like to think the two spectrums balance each other out as a result, although everyone will have a different view on what overpowered is.
