Upsides:

+25% faster projectile speed
+10% projectile resistance
Can put 5 rockets in the barrel at once, similar to the Beggar's Bazooka

Downsides:

-15% damage
-20% blast radius
-15% accuracy

How bout:
-Fires smaler projectiles, similar to the rescue ranger
-projectiles explode on impact, coz they are grenades/rockets afterall
-Loads up to 5 "rockets" wich can be fired all at once
-25% more ammo capacity
(- 10%projectile resistance )

-15% less dmg
-20% less blast radius
-20% accuracy
- -10 (or more ) health

no blast damage, instead causes a sort of flame blast damage hybrid and sets the target on fire for 10 seconds.
no blast radius on target impact
+10% blast radius on no target
-cannot harm sentries
+all medics who try to heal effected target will take mini crit burn damage
+dispensers that heal effected targets will take 5 points of damage per second
-targets that are put out by teams jarate or milk will regain 10 health

I like these stats:
Upsides:
+20% projectile speed
Explotions have a napalm effect *sets people on fire for a 3-5 seccond period*
5 clip size

Downsides:
-5% accuracy/ +5% rocket spread
+20% damage from rocket jumps
Fire effect on user increased by 10%

Pros:
+25% damage
+10% clip size
@ On kill, 5 seconds of 100% critical hit chance
Cons:
-20% projectile speed
-10% slower spped on wearer

All these overpowered stat ideas. If Valve is gonna do something, start UNDERpowered. Maybe

What about these stats:
Upsides:

+25% Projectile Speed
+10% Damage
Can hold up to 4 rockets

Downsides:

+25% Damage on self
-15% Movement speed
+25% From fire
2 Degrees direction(Like Begar's Bazooka but only 2 degrees)
Launching 3 or 4 rockets will block this weapon from using for 5 seconds(For no spam)

I think this is a good idea
