Could you be more specific? Is there an animation that is not sounding? Are there any other mods in the load order that are being used? Giving more info will help us to try and fix the issue.
If the Console Command is enabled then the Rifles can be spawned manually in game:
unique items : sniper_U01 to sniper_U22
legendary : legendary2_sniper01 to legendary2_sniper04

I see the Rifles are lower in Dps. There are 2 ways to remedy this.
Add Socketables that boost Attack Speed or Add Damage.
Use the Lao 2 Chaos mod above this mod in order to raise the Dps of all 2 Handed Weapons.
And to be clear, I'm not sure there's a problem with DPS being lower. The damage is significantly higher, and I suspect that that will boost a lot of character abilities. I have no doubt that it balances out.
UPDATE: Upon assessment, I'm really enjoying the spread of weapons! Lots of gear spanning all levels.
If I has one thing I wish were different, it would be that there was a Legendary gun along the lines of Bitter Moon. Spells/elemental damage is fun, but I feel like there ought to be a more physical-based option at the upper-end. At the moment, the closest high-level weapon that emphasizes physical damage seems to be the SR UE03: Trill Bot 4000.

Of the Legendaries I saw: 'The Destroyer' seems to have roughly around 50% of it's Damage as Physical and the rest in Ice / Electric.
Although the mod is basically finished in development. The choice to split the Damage Types within Rifles is actually to target several spots in enemy Armor at the same time.
The reason for this is because there are a few mods out there that enable foes to be immune towards specific Damage Types hence the Damage Split remedies this in case such modded foes are encountered even if it's a rare scenario.
I would actually recommend Farming or Spawning this +200 Physical Damage Vellinque Skull then placing several of them into the Rifles that have lots of Sockets to increase their Physical Damage greatly.

In Torchlight 2: The Strength Stat increases Total Weapon Dps % and does increase all Elemental Damage in any Weapon as a result and likewise anyone who invests high amounts of Focus or a mixture of both Stats will increase the Damage for these Rifles.
In a way these Rifles are made to be a foundation on which the Player can then further customize them into exactly the type of Damage they need.
Hopefully this advice will help to ensure that you end up with a very powerful enhanced Weapon.
Agreed and it's been a challenge for modders to find the solution for projectile accuracy.
The most recent update for these sniper rifles is the Variant Items mod by TorchModders.
The Changelog I'm linking here states patches that aimed to fix accuracy issues.
Not sure if Variant Items changes the Crossbow sound for a better one however that's my recommendation although it does include other items besides sniper rifles:
