Check if the character list if all his activities options (haul, build, job, etc..) area active
Actual fishing is the least priority of his activities, it goes in this order: crabs, crafting, then fishing. So if he is busy with other stuff it will be hard to find time to fish

Oooh ok i understand , in his work list i have put maintain 10 stuff in top of the list that why he don't fish, i put that in the low list and now he fishing ^^'

what about when i disable his hauling so his only task is his job and hes choosing to stand idle and talk to rabbits instead of fishing am i doing something wrong?

It also needs a place to store the item. If there isn't one, they will not try to catch something. I'm not sure about disabling his hauling, but considering part of the fishing is hauling the item to a storage, you will probably need that. It is low priority anyway, so they will only haul random stuff when not doing their fishing tasks

My fisher just stands around idle despite having lots of empty fish racks and no orders to craft. I can't get him to fish at all. I have built a pond, a dock, and marked a fishing zone, he won't do anything.
