How do you get rid of ruined buildings after colonizing a ruined settlement?

Did you end up finding out how to get rid of them? I have not been able to figure it out (not sure if it's a bug). I've repaired the main building chain, upgraded, but still no option to remove the ruins (keeps on saying, remove prior slot)

Learned that you need to have population to remove ruins
