I have never been much of a fan of how CA made it so that the cities are put together into a province with a major city having the most of the buildings. Especially if a minor city and you want a port in one of them you don't have a lot of building options. In the medieval mod for Attila they managed to make every region it's own "major city" while still being part of a province. I think I've also heard that you still get rewards for consolidating a province.
Would this be something you'd think about putting in? I know it can be hard and this isn't really a game breaker for me at the moment so if you don't currently have the time to work on that or if you already like the current province system then no pressure. I just thought the way the medieval mod handled regions was a cool idea
