Simply said. Choose any civ, and you are gonna have non stop rebellions and complete loss of income over X amount of turns. Buildings do not come close to fixing or assimilating to your culture. Rome and Carthage are pretty much unplayable on all difficulties. I have 1000s of hrs in all total war games, I love EVERYTHING else about this mod but the culture aspect. DEI is greatest mod of all time. Stopped playing this mod yrs ago cuz of this, trying to circle back around but to no avail.

So what am i doing wrong? Should I sue for peace after 2nd punic war, raze all buildings for $$$, spam religious buildings in Italia proper, and turtle for 100 years? Historically accurate
