these two seem the most balanced, just need some adjustments to make it a actual weapon that would get added though

Basically, this allows the scout to periodically gain health based on how many fights he was in. It can act as a passive mad milk effect but with less overall healing. I think the cooldown of the healing should appear as a meter on the HUD, but that may not be nessecary. The ammo penalty prevents scouts from roaming off with a healing effect and instead relying on positioning with ammo packs and dispensers to heal and buff themselves.

The only downside is that it looks like a giant christmas ornament. It's rarely used by others during Christmas time and hardly ever outside the season.
Perhaps it's the stereotypical view of Scouts stealing that medkit needed most by others that discourages use of this weapon, but it's still a good weapon.
If the Bamboozler was made a reaskin on the Candy Cane then it would be a non-festive option to go with.
And if that happens, the actual Candy Cane can be tweaked to drop Halloween version of small health pack. After all the Americans refer to chocolates and sweets as "candy".
It just feels more likely to be a reskin to me than a actual weapon.
