For now you research the refinery, then start with a wood generator to get power for the refinery to make chemfuel from mushrooms. Then build a chemful generator and get more power and hydroponics.
It definitely works, but is a bit extra challenging to manage food before that. The good thing is that caves have their own microclimate, so most of the time it has perfect living temperature, so air conditioning isn't really needed.

Soon there will also be mod-addons that give more alternatives. One is an integration of the Biomes! mods, so you can get all the stuff from Biomes! Caves to make life easier.
Another is a mod I'm working on for more diverse power generation and especially something to improve the cave start. I can't say when the second will be done, but the Biomes! integration comes with the next big patch on their side.

Check out the backup generators mod, a backup wood gen lasts for about a week at 900W running full time, longer if it can charge up a battery and go idle to conserve fuel. also has a gen the runs off of uranium if you can get a good stockpile of that and makes about 3000W for a good while on just one unit of uranium. I don't recall what the fuel consomption is exactly, this is just off the top of my head, they are good enough I run my normal colonys of them as a primary power source.

Sure there are a lot mods that add extra power generation. I don't know that one you mentioned but it sounds quite op compared to vanilla.
People can obviously play like they want, although I would recomment to try the additional challenge the biomes gives first, before modding everything back to normal.
