Weird I actually did do that but not sure who the hail is supposed to be from, do you mean the curator? If so they haven't provided anything specific and I think I've asked them for everything so far.

No it is impossible to buy it directly from Phanon Corps they outright refuse to sell it to you. Only some rival faction within is willing to sell it to you. Through a mission you can get if you keep pestering them about it. Then after a month or something ingame someone from the corps will contact you.

They give you the blueprints to do Phi research and slowly open up the Runic Branch of technology..

Other way to get it is by reaching advanced levels of Alpha tech level eventually you get some situation about building some mirror. You must build the mirror and defeat the waves of enemies and invade the vault to obtain the tech..

It is either or in your playthrough.. You cannot do both.. Either you obtain it through the corps regularly. Or you get it through the mirror.. How it determins which one you get I have no idea..

Love the one with the insider.. Because if you progress down the story you are able to get that powerful megastructure in their system that offers like thousands of resources. Don't think you can build that megastructure one otherwise..

More importantly, if you play multiplayer, then only one player can get Runic phanon at all. One player doing Rival path will prevent someone who managed to get the Dimensional mirror from getting the techs at the end of the vault invasion (the rival gives you the "someone else has taken the vault" message).

But the event codes for triggering the vault invasion finishes will give you the techs, so that helps.
