My thoughts for some Stats
(+) Player has a 50% chance of getting one of these effects: 50+ On Wearer for 40 seconds (does not heal the player like the dalokahs bar.) Full Restoration of Health (Sandvich stat)
(-) Recharge is 35 Seconds. Slightly longer then the Sandvich recharge, this is to balance its positive stat and not make it a get out of jail free card like the old dead ringer.
This is all i could think of.
(+) 50% of getting buffs(health on kill, etc)
(-) 50% of getting debuffs(bleeding,etc)
Same cooldown as sandvich.
(+) for 10 seconds a speed boost and health regen
(-) Every hit you get offers bleeding
(+) Same effects to other players if given to

Sounds like a nice idea for some stats, to me; I like it.
+ Makes Huo-Long heater spend 50% less ammo for 20 seconds
- Makes other miniguns spend 50% mroe ammo for 20 seconds
+ heals 150 hp
+50% faster consumption time
+/-Grants a random buff (crit immunity, heal on hit, faster speed, or minicrits) or debuff (Jarate'd, Mad Milk'd, bleeding, or stun) for 30 seconds
-75% slower item recharge time
-Item cannot be recharged by respawning or by a resupply locker
Lists of effects:
* Gain mini crits for 5 seconds.
* Gain a speed boost for 10 seconds.
* Gain a firing speed boost for 10 seconds.
* Gain a damage increase boost for 5 seconds.
* Overheal to 400 health.
* Decrease all health to 5 health.
* Gain a jarate effect.
* Be marked for death.
* Lose 75% of your max ammo.
* Glow through walls.
Instead of eating it, Heavy breaks the fortune cookie, reads the paper and gets a random effect
Possible Effects:
(low chance) 100% chance of Critical Hits for 5 seconds
Mini-crits for 15 seconds
Instant double health overheal
Run at scout speed for 5 seconds
80% slower attack speed and weapon switch for 10 seconds
Jarate and Mad Milk for 10 seconds
Recieves double damage for 10 seconds
BIG HEAD!
Stunned for 5 seconds
(low chance) Instant death
