@Magic.
Looking at your log file you have way too many out of date mods blowing up your game. You just have to unsub from them since it looks like the developer of those mods is MIA.
This one in particular is killing your game ...

There are other mods you have issues with, but they wont cause the child problem you have.,

The good news is that I dont see any other mod conflicts with Incubator so i suspect a couple of children were born before you nominated a dome as an incubator dome.

A a good practice, in case that happens, I ususally set the incubator domes filter as wanting Children which woulld cause children from other domes to migrate to that dome.

Exactly how do I designate a dome to be an "Incubator Dome?" Left clicking on "Dome: [Normal] Relocate [N/A]" seems to do nothing.
AH! But if I disable *ALL* other mods except Incubator, then it works just fine and dandy. Sorry to have bothered you. Now I begin the long binary search. I have 93 installed mods.
Any hints as to mods that are known Incubator killers?
Cut down to 82 mods and it still works. Presumably it was one of those 11 that kills my babies in the incubator (Joke). Unsubscribing to them, KEEPING YOURS.

The collision occurs between Sylvia - Wastewater v.1.02-169 and Incubator v.0.00-081

Post your log from a recent play where it didnt work. Put it on a share somewhere and put the link to it here.
All your mods are listed in the log and I may be able to spot one that is in conflict.
As an alternative you can use the load order trick.
Disable all your mods and then enable them one by one. Mods will overwrite each other if they have overlapping code, so the last mod to load will have overwritten al the rest.
The load order follows the order in which you enabled the mods.
That will at least get you running, maybe, while we sort through the log.
