The mechanic for a building training a stat is hard-coded to only affect one given stat. You can change what stat it affects with the modding tool but you cannot change what skill a given building affects mid-session, if that's what you mean.
Yes, a modder can change what skill a given building trains which is exactly what "Hard Labor Uses Strength" does - it changes the hard labor buildings (mines for stones and metal ores) to train strength instead of laboring.
