I'm not sure if this particular sitrep is mod-related, but it's called 'low profile,' demands that all soldiers on the mission be of Captain rank or below, and when I select my One Small Favor it won't let me deploy the Three Musketeers, because they're all leet as ♥♥♥♥.
That's just a thing.
Try entering the console command 'CompleteCurrentCovertAction'. I can't reproduce this bug myself, but I did encounter it several times before implementing a fix. AFAIK there shouldn't be a way for this to happen... but the vast array of possible game configurations means anything is possible.
Might be a SITREP conflict, that's low priority.
Just to be clear, are you talking about the Covert Action to hunt the Hunter, probably titled something like "Behind Enemy Lines?"
That is definitely a bug. I'm not sure how that happened; although I guess it is possible, since I did not remove the templates for those actions after updating the influence model. Curious to know what extent stuff breaks. Also would be important to know if the Templars also end up going after the hunter, since there is code in there to try and 'sync up' the Program to them.
