Idea for the mod: Program Start Second Wave option

Basically there would be the option to start with The Program as your first resistance faction. This carries the benefit of maybe one or two extra starting favors and you can breeze through gatecrasher with a fifth soldier from the Program, much akin to the Resistance Order.
