power hub It says : farm , factories efficiency 125%/125% ,150%/150%
I wonder if the production time actually decreased
ex) wooden planks: 35days
Building efficiency is said to be 100%
The production time is not displayed as 20 days. Is the real decreased right?
I wish I could see intuitively whether the production period really decreased for each production building

The production time does indeed decrease.
It works the same way as Events, where it does speed (or slow) your production.
But doesn't show on the factories production Days or analysis. Exactly same as events.
That's why we have the Power Hub panel to show you the real numbers it applies.
As for your second question, There is a brief description in the Main page of the mod.
But I added a FAQ with a very detailed one as well.

Thanks to the answer, I was able to use user mode

I enjoyed the Power mod briefly for when I loaded the save game, the power plant and hub are gone. Now, they are greyed in the factory and logistic tabs. No provision in tech research to activate them. Any fix on this?
I added a tech in the Logistics tab. You can research it if you added the mod to an old save.
New maps (and saves) while the mod is installed have this tech unlocked by default.
I may add compatibility later through code, It's intentional to have it available form the start without research. But for now, this should work for older saves.

The power plants work on gatherers input, if they became slower, less power generated...Gatherers stay slow....a loop hole.
I guess you are looking for a speed upgrade in general ? Maybe I can make a small mod to introduce some research for permanent higher efficiency (In exchange for higher upkeep for balance)
Would that be something that interests you ? Or would you like it to still be based on Power ?
Just remember, it won't be "visible" same as it is now.
One thing to note, that with higher speed/efficiency, some buildings that transfer alot of resources may not work well as you would like.
( there is an efficiency slider coming soon in the base game by the way)

Cannot find Save location, though.
But maybe because parts of it crosses the border into the other region...
Try rebuilding it where it's fully in the region you want. That should fix it if this is the real reason.
As for saves, paste this in your windows explorer path "%appdata%\riseofindustry"

That's why I didn't make a different mod for it.
As for the power mod, once that patch is released, I'll do my best to update it to work with the new system as soon as possible.
