That said, you can very easily add the perk back in yourself in the .ini files.
And for the GTS perks that do specify a class: does it apply to any soldier who takes a single skill from that class, or do they have to qualify as that class in terms of title (having mostly Sniper perks to receive the title, and therefore get Ballistics Expert, for example)?
RPG Overhaul has a function that patches all GTS perks (apart from the hero classes' ones I think) to 1) require a "Soldier" with a certain rank instead of a specialist, sharpshooter, etc. and 2) makes these perks apply to ALL of your troops with the "Soldier" class. What perks they pick is currently irrelevant.
To compensate for the fact that these perks are applied to every single one of your soldiers, the cost for all GTS perks has been increased to 300 supplies. This means that your choice of GTS perks can have a defining effect on your overall combat strategy. With the GTS perks added by other class mods, there can be quite a few options, not all of them balanced but that's how it is at the moment. The GTS might be changed at a future date but it's not currently planned.
