It apears to me that the turns align with the turn in the game. The weights are the percent chance that that new faction leader will adapt that personality.
In my version, I weighed the personalities to turn more aggressive to the player and to empires after turn 45. I had to change Column-unknown 5 to make this happen earlier since most games don't last beyond turn 70.
