I think I've been coming across a bug pretty consistently. If you improve a tile with a Great Sermon, it grants you a belief just fine. However, if you do anything else do that tile (swap cities, remove improvement, replace with another improvement etc.) you are awarded a free new belief each time. You can actually mass up lots of beliefs by just swapping a tile with a great sermon between cities.
Do you think this is a bug in Soli Deo Gloria or conflicts with other mods?
Thanks for reporting. It's probably a bug here. I'm on vacation right now so I can't test, but it's similar to one I had already noticed: when a Great Sermon is pillaged, "repairing" it gives you an additional belief.

I fixed your bug today. I was hoping the June 2019 Civ6 patch would fix it, but it didn't, so we had to change how prophets and sermons work.
