Secondary Weapon?
I can see this as a secondary weapon, could have varying effects. Here are some possible stats as a secondary weapon. It could just be a misc but then VALVe would not let it have a bonus effect. At least, that seems unlikely. (They did let the Third Degree and Hipocratic Oath slip through as weapons with bonuses but not downsides so it COULD happen.)
Anyways, here are some stats if you care.

1:
+ 100% bonus fuel.
+Firing compression blasts down launches you up.
! Shares ammo with the Flamethrower.
! Press space in midair too fire a compression blast down. (Uses 20 fuel, regardless of primary.)
Primary fire: Compression blast (Uses 20 fuel, regardless of primary.)

this is reasonable and could be used for a secondary build for the pyro. it would be a bit situational but it would work well with the neon annihilator due to them both being most useful in water. maybe someone could make a reskin for the neon annihilator to fit with this and a flamethrower that would be better in water as well.

Dose not include karambit fade or doppler.
You will get backburner every time you open a crate.
Unusal hats will never be sold again.
You cant open crates wen you have a unusal hat.

Wearer Can Breath Underwater
Can Swim Faster
And does more damage underwater.
No downsides, except for losing the shotgun or flare gun.

Plan B :

+ Can breathe under water for 85% longer
+ 25% Longer range on any flamethrower

- Mini-crits if shot in the back
- Drown damage is increased by 40%

One tank is filled with air and connected to the mask, while the other is full of gas.
It also comes in handy as a lethal death plan, as it explodes when you die.
Not only that, but the explosion is very deadly.
