It doesn't consume AP when you buy stats.

I'm seeing the same issue. The mod is only depleting from the XCOM AP but if the soldier has 24 AP or more then it won't remove any XCOM AP. If the soldier has 10 AP then it'll only remove the remainder from the Global AP without depleting the soldier's own AP.
