I can't spend the XCOM AP on stat boost only individual AP

im getting this bug also. i tried fiddling on the ini file to tweak how much AP per stat cost and tried something radical. i tried putting the cost to negative and get a weird glitch that instead of losing AP, the soldier gets AP instead. and not only that, XCOM AP doesnt get used either. and doesnt increase either so my theory is that the author of this mod didnt check if the XCOM AP will get consumed.

old bug report but im currently having this issue as well, seems it worked in the past but some reason doesn't any more.
