Non-UCR Tholian Assembly Rules Mismatch
I've been trying out this mod recently - it's really excellent in how much it automates, but I've run into an issue with the non-UCR Tholian Assembly faction. The faction console says that colonising a non-hazardous system costs 2 more Resources than usual, but doesn't specify which Resources or how they're chosen. I checked the in-game rulebook and the rules provided don't mention this restriction at all, meaning the Tholian faction would have no downsides.

Does anyone know which version of these rules is correct? Or where this fan-made faction came from? I can only find the UCR one online.

Based on the wording, I think you can spend any resource that is part of the original cost. Example: for Research Node, it's 1P and 2R. I think you can do any of the following: 3P+2R or 1P+4R or 2P+3R.
