Pawns Are Capable Compat
An issue was reported that supposedly is an incompatibility with Pawns Are Capable.

I've done some testing and made this discussion to explain it all without cluttering the comments.

The issue report read, "That mod allows non-violent pawns equip weapons at a massive mood penalty. The combination of that mod and your mod unfortunately causes my pawn to equip at least 1 weapon as primary (even if you just select "pick up" rather than equip). After 24hours, they pawn gets a -35 mood debuff, so basically you have to pick between one mod or the other, which is a tough decision." - Sir Parsons

I decided to test this.

Firstly, I tested with my normal set of ~175 mods which includes both this mod and Pawns Are Capable. I found that my non-violent colonist (named "Palmer") was able to pick up the tools to his inventory just fine. However, if I forced him to equip a tool, drop it and then attempt to pick it up to his inventory, he would automatically equip the tool instead. This only happened with a tool that he had previously equipped. Aside from this, he did indeed get a mood penalty for having a tool equipped as expected.

I then tested with just Core, HugsLib, Mod Manager, Pawns Are Capable and Survival Tools installed (in that order). I found no issues there. I tested with Pick Up and Haul added to the end of that list - again no issues whatsoever. I then tested with Simple Sidearms in place of PUAH and found no issues yet again. I tested with both PUAH and Simple Sidearms and found no issues related to Palmer being able to use the tools, but did start getting an error that mentioned the drug policies and taking drugs at a regular interval. This error occured whenever a pawn started a new job. Seen here: {LINK REMOVED}

In conclusion, Survival Tools and Pawns Are Capable do not seem to be incompatible by themselves or with Simple Sidearms or Pick Up and Haul. There may be another mod that influences inventory usage that the original issue reporter has installed but I unfortunately don't know what that would be.

Unrelated to the issue at hand but I noticed that non-violent pawns are at a disadvantage compared to violent pawns with this mod. A pawn who is capable of violent can equip a tool and hold two others for a total of three tools in use. (All of them report that they are "in use" in the gear tab.) A non-violent pawn either cannot equip that third tool or can equip it with PAC but gets a debuff.

Testing with both a violent and non-violent pawn. They can both use 3 tools at once but of course, the non-violent pawn gets the debuff.

I left some messages on Sir Parsons' profile asking for more information. Mod list and HugsLib logs would be helpful.

It occurs to me that the quickest and easiest (although not necessarily the best) way to address the issue with Pawns Are Capable is to simply not allow tools to be used as weapons. This would also fix the issues with Simple Sidearms. While a better solution is probably out there, it would probably be best to allow players to toggle whether tools are weapons in the mod options, unless that would be too much work to make implementation worth it. That way, players that use Pawns Are Capable and/or Simple Sidearms are able to choose whichever situation they want until a more compatible solution is found
