The Sartosan fleet captains don't seem to have 2d campaign/battle portraits at all? Kinda distracting but ultimately harmless.
I haven't unlocked all the RORs to test yet, will edit if this is a widespread issue or I find a solution, but at the least Magritta Company did not unlock by defeating the Pieces of Eight lord that was supposed to grant them.
- Firing line is activated by the first level of the skill, but there is a hidden effect enabling it for the 2nd and 3rd tier. I can't replicate your issue, the second and third level activate the Firing Line ability just fine for me,
-The Sartosan Fleet Captain does have 2d campaign portraits, but the pngs contained a typo in their names, I have now fixed it.
- The only reason that the RoRs aren't unlocking is if the script isn't firing correctly. Make sure that Aranessa's starting army is composed of all living units. If she has the default army (Zombie Deck Gunners, Rotting Prometheans, Scurvy Dogs, etc.) Then the script hasn't activated. If her army did change, then you need to enable script logging and post the logs. Search "nanu script" for the activation in the logs, and "piece of eight" for the RoRs.

I physically can't disable hero recruitment without replacing the data.pack. Do you have any other mods running?

Yeah its gotta be another mod messing with the data.pack, I can recruit heroes just fine, make sure none of the mods you're running have any tables called "data__"
Best way to figure out which mod is the culprit is trail and error, run a campaign with just my mod first, then try with other mods until you find the one causing the problem. Add an effect to the level 1 port building to let you recruit agents form turn 1 to speed things up.
