Suggestions
Anything I could do to make this mod better?
Keep in mind that I want to keep this mod simple, so I probably won't do anything that involves stepping outside of its original purpose. But stuff like balancing, different modifiers, that kind of thing, would be appreciated.

I would, just the thing is, the collapse effect is meant to simulate the things that a large empire goes through when falling apart - something that happens to an empire on its own. The only reason this is a diplomatic action is to be cheaty and allow players force countries to collapse before their time. Making it a peace term doesn't make a lot of sense, peace terms are things you demand from a country if you win a war. You can't demand that a country goes unstable, or that it increases unrest.
Plus, making this a peace offer would have the same eventual effect as just forcing a country to release as many countries as possible.
I'll admit that making it a diplomatic action with penalties doesn't make sense for the same reason (to be truthful I would rather it have no penalties - this mod was meant to be like a console command, and to feel cheaty) - but I felt that I could appease those who wanted penalties while still keeping the feel and (lack of) logic of the original mod.

could you make a version where the who ever is #1 on great powers has the collapsing modifier? it would make for an interesting game. it would be like a natural anti-blobbing mechanic.

I don't play with DLC, and so all my mods are made for vanilla. If I recall correctly, great powers are a DLC-only feature. Good idea though.
I think there are other mods out there that hurt countries when they get large, so those might give you what you're looking for.

What about connecting it to the Spy Network Construction, say needing 100% to cause a collapse? It's a bit more fitting I would think. It might make people think Espionage Ideas would be a bit more valid too. I think putting in that effort would also validate an option of not having to sacrifice your own stability.
