Plus, making this a peace offer would have the same eventual effect as just forcing a country to release as many countries as possible.
I'll admit that making it a diplomatic action with penalties doesn't make sense for the same reason (to be truthful I would rather it have no penalties - this mod was meant to be like a console command, and to feel cheaty) - but I felt that I could appease those who wanted penalties while still keeping the feel and (lack of) logic of the original mod.
I think there are other mods out there that hurt countries when they get large, so those might give you what you're looking for.
