how about a timer until the prisoner kills the hostage

a national guard hostage would be cool
and maybe emergency unit hostages(riot guards, paramedics, and firemen)

if somebody is unconscious a prisoner can sometimes make them a hostage.
and prisoners can have things they want like freedom money or drugs witch you can follow ignore whitch can kill the hostage or the prisoner can make a new request or you can make a trap with there request.

For the police to get revenge, they can rescue the hostages and the police can make the prisoners hostages.

Add a feature where you can pay the prisoners to release the hostages if that hostage is being guarded by a prisoner. This can vary from 500-2000. They will give you a certain number of time to pay them, or they will kill the hostage. If a hostages ransom is paid, they will be released from the chair, though there could also be a small chance they would kill the hostage anyways for realism.

the chair is either set to Dump, or is auto removed when person rescued
