Note: For those using mods that add starbase modules, effects are capped at +6 Trade Hubs/Hangar Bays.

Balance
Not tested for balance. This will be overpowered compared to base game, due to reduction of patrol fleets and Hangar Bay use. I could not get varible upkeep valuations to work, so upkeep cost is set relatively high, but still lower than Hangar Bays and patrol fleets.
